They can always play in the game if it's just an IP address is blocked, much better if they create a DLL and inject on the exe or client like HWID with a function that is blocking all injectors and some process unrelated in KS.

Nope they IP Adress of Internet Connection they Replace another Internet  Connection and pay again for there New IP Adress

Yeah, I agree with banning the I.P address. That way, the owner or the attendant of the said shop won't allow the use of Cheats or else, they'll lose lots of players/customers.

There is a way to ban cheaters from the game permanently, By Banning their Hardware I.D. in other words BattlEye
